Terms of Clearance: THIS REQUEST IS DISAPPROVED BECAUSE THE PROPOSED PROGRAM IMPACT REPORTING SYSTEM (PIRS) DOES NOT MEET THE REQUIREMENT STATED AT 5 CFR 1320.4 (b)(1) THAT "THE COLLECTION OF INFORMATION IS THE LEAST BURDENSOME NECESSARY FOR PROPER PERFORMANCE OF THE AGENCY'S FUNCTIONS TO COMPLY WITH LEGAL REQUIREMENTS AND ACHIEVE PROGRAM OBJECTIVES." IN ADDITION, THE SPECIFIC DATA ELEMENTS REGARDING PROGRAM MONITORING AND ANALYSIS OF PROGRAM IMPACT DO NOT MEET THE REQUIREMENT AT 5 CFR 1320.4 (b)(3) THAT "THE COLLECTION OF INFORMATION HAVE PRACTICAL UTILITY" IN THAT INFORMATION OBTAINED FROM THIS LARGE, UNIVERSE-LEVEL DATA COLLECTION, WHICH MUST NECESSARILY EMPLOY RELATIVELY SIMPLE DATA ELEMENTS, CANNOT BE USED FOR EFFECTIVE ANALYSIS OF MANY OF THE ISSUES AND QUESTIONS CITED IN THE SUPPORTING STATEMENT. OMB IS SEPERATELY PROVIDING THE DEPARTMENT WITH DETAILED COMMENTS ELABORATING ON THE RATIONALE FOR THIS DISAPPROVAL ACTION. THESE COMMENTS SHOULD BE ADDRESSED IN ANY NEW REQUEST FOR OMB APPROVAL OF PIRS. BY TAKING THIS ACTION, OMB DOES NOT INTEND TO OBSTRUCT THE COLLECTION OF DATA SPECIFICALLY REQUIRED BY STATUTE. OMB INTENDS TO APPROVE A COLLECTION IF REQUESTED IN A FUTURE SUBMISSION, WHICH INCLUDES ITEMS SPECIFICALLY REQUIRED BY STATUTE AND ITEMS WHICH MEET ALL REQUIREMENTS SET FORTH AT 5 CFR 1320.
