OMB approves
EPA's collection of information concerning household usage of
cleaning and paint products subject to the following conditions. 1)
EPA should supplement its original information request in order to
clarify the intended uses of the survey results and explain the
statistical limitations of the data. 2) EPA should indentify and
reduce the respondent bias by: a) performing a supplemental diary
survey b) comparing survey results with available product and use
data such as contained in the Simmons Marketing Report c)
incorporating, to the extent feasible, similar questions on larger
more complex survey efforts such as that planned for
dichloromethane. 3) In order to provide for adequate public comment
and OMB review of the "practical utility" and statistical validity
of the three additional surveys mentioned in this ICR, EPA should
submit the survey instrument to OMB for review at least forty days
prior to initiation of the survey. OMB retains the right to
disaprove any subseqent survey if OMB determines that the survey
fails to meet the practical utility requirement established in the
Paperwork Reduction Act.
