THE CAB IS REQUIRING THAT DIRECT U.S.
AND FOREIGN AIR CARRIERS BECOME PARTIES TO THE MONTREAL AGREEMENT,
WHICH SETS FORTH STANDARDS FOR LIABILITY FOR DEATHS OR INJURIES TO
INTERNATIONAL PASSENGERS. THIS ACTION FORMALIZES AND CONSOLIDATES
THE BOARD'S RULES REGARDING ADHERENCE TO THE MONTREAL
AGREEMENT.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
