DOL has indicated that many of the QA activities will be incorporated into the Quality Control program but has not clearly identified those activities. Thus, if DOL seeks additional clearance for QA, it must submit a new paperwork package fully explaining which QA elements will not be incorporated into QC and justifying the continued need and purpose for those elements.
