THE EMISSIONS FACTOR SURVEY TESTS A
RANDOM SAMPLE OF PRIVATELY OWNED MOTOR VEHICLES, STRATIFIED BY
CLASS OF VEHICLE AND BY MILEAGE OF VEHICLE-USE WITHIN EACH CLASS,
FOR THE PURPOSE OF CHARACTERIZING LEVEL OF EXHAUST POLLUTANTS FOR
EACH COMBINATION OF CLASS AND MILEAGE IN THE SAMPLE. THE DATA
GENERATED BY THIS SURVEY ARE USED TO MODEL AIR POLLUTION
ATTRIBUTABLE TO MOBILE SOURCES AND TO DETERMINE THE IMPACT O
REGULATIONS AND THE BENEFITS OF CONTROL PROGRAMS.
