Abstract: P.L. 96-272 PROVIDES FOR INCENTIVE PAYMENTS TO THE STATES UNDER SEC. 427. ONE REQUIREMENT FOR A STATE TO BE ELIGIBLE IS FOR IT TO HAV IMPLEMENTED AND IS OPERATING TO THE SATISFACTION OF THE SECRETARY "A STATEWIDE INFORMATION SYSTEM FROM WHICH THE STATUS, DEMOGRAPHIC CHARACTERISTICS, LOCATION, AND GOALS FOR THE PLACEMENT OF EVERY CHILD IN FOSTER CARE CAN BE READILY DETERMINED."
