SECTION 427 OF THE SOCIAL SECURITY ACT
PROVIDES FOR INCENTIVE PAYMENTS TO THE STATES WHICH MEET SPECIFIED
PROTECTIONS. AMONG THOSE PROTECTIONS FOR ELIGIBLE STATES IS THE
IMPLEMENTATION AND OPERATION OF "A STATEWIDE INFORMATION SYSTEM
FROM WHICH THE STATUS DEMOGRAPHIC CHARACTERISTICS, LOCATION, GOALS
FOR THE PLACEMENT OF EVERY CHILD IN FOSTER CARE OR WHO HAD BEEN IN
SUCH CARE WITHIN THE PRECEDING TWELVE MONTHS CAN
