Prior to the
expiration of the clearance approval MMS should assess the
following: 1)whether there are statistical methods for projecting
production that would be more accurate than the industry
projections and 2) if the projections are largely inaccurate,
proposing new legislation that would do away with this requirement.
This approval is also given with the understanding that MMS will
include the revision requirement when there is a 20% deviation in
the MAR notice to lessees.
