SECTION 10(B) OF THE SHIPPING ACT OF 1984 PROVIDES THAT COMMON CARRIERS BY WATER IN THE U.S. FOREIGN COMMERCE SHALL COLLECT RATES SHOWN IN THEIR TARIFFS OR SERVICE CONTRACTS.
