Terms of Clearance: This ICR is approved for one year while OPPE completes its study of the NPDES monitoring requirments. OMB fully expects EPA to establish a Task Force to further investigate this area by April, 1986 and to complete its work by the end of the summer. Before the Task Force is formed EPA should inform the OIRA Desk Officer for Water of its proposed membership and charge. Once it begins operations, EPA hould submit a proposed schedule of activities and periodically keep OMB apprised of its actions. . Over the past several years, OMB has consistently requested that EPA carefully examine the monitoring requirements and other information collected as part of the agency's enforcement of the NPDES program with little apparent response from EPA. The intent has been to ensure that the information acquired is sufficient to effectively and efficiently manage the NPDES program and enforce permit requirements. OMB expects that the OPPE study and the Task Force will assist EPA in achieving this goal. If, by July, 1986, litle substanti progress is apparent, OMB will request that EPA takes actions consiste with 5 CFR 1320.14
