ESTIMATES AND BECAUSE THE PROPOSED REVISIONS ARE GLOBAL,
CONTROVERSIAL AND TENTATIVE IN NATURE, ANY POTENTIAL PROGRAM
CHANGES RESULTING IN INCREASES OR DECREASES IN THE INFORMATION
BURDEN WILL NOT BE ASSESSED UNTIL THE FINAL RULES ARE ISSUED AND

INFORMATION IS COLLECTED FROM OIL AND
GAS LESSEES ON THE FEDERAL OUTER CONTINENTAL SHELF FOR PURPOSES OF
ESTABLISHING WELL MAXIMUM PRODUCTION RATES (MPR). THIS INFORMATION
IS USED TO DETERMINE WELL, LEASE, AND FILED PRODUCING CAPABILITY
AND SERVES AS THE BASIS FOR APPROVAL OF MPR REQUESTED BY LEASE
OPERATORS.
