THIS INFORMATION
PACKAGE IS TIED TO THE MMS PROPOSED RULEMAKING THAT WOULD
CONSOLIDATE AND REVISE THE OIL AND GAS OUTER CONTINENTAL SHELF
REGULATIONS AND ORDERS. TO AVOID CREATING INACCURATE BURDEN
ESTIMATES AND BECAUSE THE PROPOSED REVISIONS ARE GLOBAL ,
CONTROVERSIAL AND TENTATIVE IN NATURE, ANY POTENTIAL PROGRAM
CHANGES RESULTING IN INCREASES OR DECREASES IN THE INFORMATION
BURDEN WILL NOT BE ASSESSED UNTIL THE FINAL RULES ARE ISSUED AND
TAKE EFFECT. MMS HAS AGREED TO SUBMIT AMENDED ESTIMATES OF THE
HOURLY BURDEN THAT EVALUATE THE BURDEN FROM A BASE OF ZERO AS WELL
AS EVALUATING THE CHANGE IN BURDEN (ITEMS 13 AND 14 IN THE
SUPPORTING STATEMENT). MMS HAS ALSO AGREED TO AMEND ALL OTHER PARTS
OF THE SUPPORTING STATEMENT AS NEEDED IN RESPONSE TO CHANGES IN THE
FINAL RULE. THE BURDEN ESTIMATE IN THIS PACKAGE CORRESPONDS TO
BURDEN ESTIMATES UNDER PREVIOUS OMB CLEARANCE NUMBERS 1010-0050 AND
1010-0006.

INFORMATI RELATIVE TO OFFSHORE
PIPELINES IS COLLECTED FROM OFFSHORE OIL AND GAS LESSEES. THE
INFORMATION IS NEEDED TO ENABLE THE MINERALS MANAGEMENT SERVICE TO
ASSURE THAT PIPELINES ARE PLANNED, INSTALLED, OPERATED, AND
MAINTAINED IN A WAY TO ASSURE SAFETY, PROTECT THE ENVIRONMENT, AND
PREVENT WASTE.
