Abstract: DUE TO AN INCREASING THREAT OF SMUGGLING OF NARCOTICS AND OTHER CONTRABAND VIA PRIVATE AIRCRAFT, STRONGER MONITORING OF PRIVATE AIRCRA ARRIVALS INTO THE U.S. IS REQUIRED ALONG WITH STRICTER CRITERIA FOR GRANTING OVERFLIGHT EXEMPTIONS. THE PROPOSED REGULATIONS REQUIRE THE REPORTING OF LIQUOR KITS AND ADDITIONAL REPORTING FOR FLIGHTS ORIGINATING IN PUERTO RICO FOR THE VIRGIN ISLANDS.
