On March 28,
1984, pursuant to 44 USC 3504(h), OMB filed comments that we could
not approve the request for quarterly reporting of excess
emissions. Since that time, EPA has not demonstrated the practical
utility of quarterly reporting, nor has it proposed less frequent
reporting. Consequently, OMB cannot approve this ICR at this time.
For the same reason, OMB cannot approve the requirement for daily
tests using Reference Method 8 or modified Method 6B. These test
procedures are expensive and EPA admits to having very limited data
on the usefulness of these data in controlling emissions, but
conclude anyway, without support, that the cost is reasonable.
