Abstract: A SURVEY OF IN-USE VEHICLES TO ASSESS THE DEGREE AND TYPE OF TAMPERING WITH VEHICLE EMISSION CONTROLS. AN ANNUAL SURVEY IS REQUIRED TO ASSESS TRENDS IN THIS RATE AND TO PROVIDE DATA NECESSARY FOR MODELLING THE AIR QUALITY IMPACTS OF STATE AND LOCAL PROGRAMS TO CONTROL TAMPERING AND FUEL SWITCHING.
