Abstract: PUBLIC LAW 99-190 ESTABLISHED THE NATIONAL CAPITAL ARTS AND CULTURAL AFFAIRS PROGRAM TO PROVIDE SUPPORT TO CULTURAL AND ARTISTIC INSTITUTIONS IN THE NATIONAL CAPITAL THAT MEET ELIGIBILITY CRITERIA ESTABLISHED IN THE STATUTE. THE LAW ALSO PROVIDES THAT THE APPLICATIO PROCESS FOR THESE GRANTS SHALL BE ESTABLISHED NO LATER THAN MARCH 1, 1986.
