Abstract: ATF REQUIRES WINERIES TO USE ATF F 5120.23(703) WHEN WINE IS TRANSFERRED FROM ONE BONDED WINERY TO ANOTHER BONDED WINERY SO AS TO ESTABLISH THE LIABILITY FOR THE WINE EXCISE TAX AT THE TIME OF WINE TRANSFERS. ATF NEEDS THIS FORM TO PROTECT THE COLLECTION OF FEDERAL EXCISE TAXES.
