Abstract: SECTION 527(H) OF THE IRC OF 1954 PROVIDES THAT A "PRINCIPAL CAMPAIGN COMMITTEE' AS DESIGNATED BY A CANDIDATE FOR CONGRESS SHALL BE TAXED AT A RATE LOWER THAN THE HIGHEST RATE SPECIFIED IN SECTION 11(B) AND THAT REGULATIONS SHALL PRESCRIBE THE TIME AND MANNER OF THIS DESIGNATION. THESE REGULATIONS IMPLEMENT THIS MANDATE BY REQUIRING THAT A CANDIDATE FOR CONGRESS APPEND HIS DESIGNATION TO THE TAX RETURN FILED BY HIS PRINCIPAL CAMPAIGN COMMITTEE.
