Abstract: THE REGULATOR CHANGES ADOPTED IN DOCKET NO. RM86-3-000 (CEILING PRICES, OLD GAS PRICING STRUCTURE) ARE TO ENABLE THE PRICES FOR REGULATED NATURAL GAS TO MORE CLOSELY REFLECT ITS VALUE IN THE MARKET, PROVIDE MORE ACCURATE PRICE SIGNALS, AND PREVENT THE LOSS OF LEAST-COST NATURAL GAS.
