ADDITIONALLY, THE PUBLIC SHOULD BE ALLOWED TO APPLY IN WRITING FOR EQUIVALENTS, EXEMPTIONS, AND ALTERNATIVES TO POLLUTION PREVENTION EQUIPMENT
