THE PORTS AND WATERWAYS SAFETY ACT
AUTHORIZES THE COAST GUARD TO REQUIRED PREARRIVAL MESSAGES FROM ANY
VESSEL ENTERING A PORT OR PLACE IN THE UNITED STATES. OWNERS OR
OPERATORS OF THESE VESSELS MAY APPLY TO THE COAST GUARD FOR A
WAIVER OF THESE REQUIREMENTS.
