Abstract: OICD PROGRAMS REQUIRE THAT AGENCY OBTAIN SPECIALIZED EXPERTISE FROM THE PRIVATE SECTOR BUT THERE IS OFTEN INSUFFICIENT TIME FOR A SOLICITATION. OICD IMPLEMENTED THE ASIST PROGRAM IN FY 85 TO IDENTIFY CANDIDATES FOR ASSIGNMENTS, FACILITATE ADMINISTRATIVE PROCESSING AND MAXIMIZE COMPETITION.
