In accordance
with the Paperwork Reduction Act and 5 CFR 1320 we are disapproving
this request. The justification accompanying the submission does
not adequately demonstrate that the collection of information has
practical utility, contrary to 5 CFR 1320.4(3). Moreover the agency
has not demonstrated the need for quarterly reporting and therefore
conflicts with 5 CFR 1320.4(1). Should the issues we raised be
resolved, USIA should resubmit this request to OMB for
approval.

THE AGENCY NEEDS ACCURATE STATISTICS
ON THE IMPACT ON EXCHANGE PROGRAM OF GRANTS AWARDED UNDER THE
PRESIDENT'S INTERNATIONAL YOUTH EXCHANGE INITIATIVE. CURRENT
REPORTING DOES NOT PROVIDE THIS DATA UNIFORMLY. INFORMATION WILL BE
USED TO REPORT TO THE CONGRESS, THE PRESIDENT'S COUNCIL AND THE
PUBLIC ON THE INITIATIVE. RESPONDENTS CURRENLY NUMBER 70 NON-PROFIT
EXCHANGE ORGANIZATIONS.
