submission. in the interim the FAR secretariat shall in
consultation with defense and civil agencies: (1) within 90 days of
this action, provide OMB with a workplan for resolving differences
in FAR and DFARS technical data provisions to meet the September
1988 goal for issuance of a joint final rule, (2) within 120 days
of this action, prepare estimates comparing the cost to the
government of acquiring unlimited rights to technical data with the
cost of allowing automatic contractor ownership of data and the
rights to it. separate estimates should be provided for computer
software and for data other than software.

THIS REGULATION SETS OUT TH RIGHTS OF
THE GOVERNMENT AND ORGANIZATIONS CONTRACTING WITH THE GOVERNMENT TO
DATA DEVELOPED UNDER FEDERAL CONTRACTS AND DATA DEVELOPE AT PRIVATE
EXPENSE. THIS WILL FACILITATE THE USE BY THE PUBLIC OF SUC DATA,
AND PROMOTE RESEARCH, BOTH PUBLIC AND PRIVATE THROUGH A UNIFORM
