Terms of Clearance: APPROVED WITH THE UNDERSTANDING THAT HUD IS PROGESSING IN THE IMPLEMENTATION OF A PAYMENT SYSTEM BASED ON REIMBURSING IHAs AND PHAs BASED ON INVOICES ON HAND, RATHER THAN THE CURRENT ADVANCE LOAN PROCEDURES. FURTHER, OMB UNDERSTANDS THAT ALL IHAs ARE CURRENTLY UNDER THIS NEW SYSTEM AND THAT HUD WILL SUBMIT TO OMB, BY THE CLOSE OF THIS FISCAL YEAR, A DETAILED WORKPLAN (INCLUDING MILESTONES AND TIMETABLES) TO IMPLEMENT THIS NEW PAYMENT SYSTEM FOR ALL PHAs. WE HOPE THAT ALL PHAs WILL BE INCLUDED IN THIS NEW PAYMENT SYSTEM BY THE CLOSE OF FY 1988. IF HUD DISCERNS THAT THERE WILL BE DELAYS IN IMPLEMENTATION OF THE NEW SYSTEM FOR PHAs, OR THAT THE WORKPLAN WILL NOT BE AVAILABLE TO OMB BY THE CLOSE OF THIS FISCAL YEAR, IT IS TO INFORM OMB AS SOON AS POSSIBLE AND ARRANGE A BRIEFING OF OMB STAFF ON THE REASONS FOR THE DELAY AND THE NEW SCHEDULE FOR IMPLEMENTATION.

Abstract: UNDER THE U.S. HOUSING ACT OF 1937 AS AMENDMENT, HUD IS EMPOWERED TO MAKE LOANS PHAS TO ASSIST IN FINANCING THEIR PROJECT NOTES. THESE ADVANCE LOANS MAY BE OBTAINED BY THE PHA SUBMITTING TO HUD AN APPROVED REQUISITION FOR FUNDS (HUD-5420) TO FINANCE DEVELOPMENT AND MODERNIZATION CONSTRUCTION.
