Abstract: UNDER THE U.S. HOUSING ACT OF 1937 AS AMENDMENT, HUD IS EMPOWERED TO MAKE LOANS PHA'S TO ASSIST IN THEIR PROJECT FINANCING. THESE ADVANCE LOANS MAY BE OBTAINED BY THE PHA SUBMITTING TO HUD AN APPROVED FORM HUD-5402 TO FINANCE DEVELOPMENT AND MODERNIZATION CONSTRUCTION.
