THE INFORMATION ENABLES AID TO KEEP RECORDS OF COMMODITY EXPENDITURES FORPROGRAM MANAGEMENT PURPOSES AND REQUIRED REPORTS. IT ALSO ALLOWS F POSITIVE IDENTIFICATION OF TRANSACTIONS WHRE OVERCHARGES OCCUR.
