Abstract: A.I.D.'S PARTICIPANT TRAINING PROGRAM IS NOT A BUDGET LINE ITEM. IN ORDER TO DETERMINE HOW MUCH MONEY IS SPENT ON TRAINING IT IS NECESSARY TO COLLECT COST DATA. IN ADDITION, IN ORDER TO CONTAIN OR LOWER COSTS THE AGENCY NEEDS A BETTER METHOD TO EVALUATE PROPOSALS FOR TRAINING.
