Terms of Clearance: WE HAVE APPROVED CONTINUED USE OF THESE RECORDKEEPING REQUIREMENTS THROUGH MARCH 1988, IN LIGHT OF THE AGENCY'S SIGNIFICANT EFFORTS TO REVIEW AND REDUCE REGULATORY PAPERWORK BURDENS IN OTHER, HIGHER PRIORITY AREAS. HOWEVER, THE AGENCY HAS NOT ADDRESSED THE CONCERNS RAISED IN OUR CLEARANCES OF APRIL 4, 1986, AND SEPTEMBER 4, 1986. IN PARTICULAR, IT IS NOT CLEAR WITH REGARD TO THE REQUIREMENT IN 30CFR77.216-3 FOR WEEKLY EXAMINATIONS OF IMPOUNDMENTS THAT CERTIFICATION, AS DEFINED IN 5CFR1320.7(K)(1), COULD NOT FULFILL THE AGENCY'S MISSION WHILE IMPOSING LESS BURDEN. IN ADDITION, IT REMAINS UNCLEAR WHY THIS INFORMATION MUST BE COLLECTED ON A WEEKLY BASIS FOR EACH IMPOUNDMENT. IN ORDER TO ALLOW US TO EXTEND APPROVAL OF THESE RECORDKEEPING REQUIREMENTS PAST MARCH 1988 THE AGENCY MUST SCHEDULE A REGULATORY REVIEW OF THESE REQUIREMENTS IN THE 1988 REGULATORY PROGRAM OF THE UNITED STATES GOVERNMENT. THE SCHEDULE SHOULD INCLUDE DATES FOR PROPOSED AND FINAL RULES.
