Abstract: WHEN A.I.D. IS NOT A PARTY TO A CONTRACT WHICH IT FINANCES, IT NEEDS SOME MEANS TO COLLECT INFORMATION AND TO TAKE APPROPRIATE ACTION IN THE EVENT CONTRACTORS DO NOT COMPLY WITH A.I.D. REQUIREMENTS. THE INFORMATION ENABLES A.I.D. TO KEEP RECORDS OF EXPENDITURES FOR PROGRAM MANAGEMENT PURPOSES AND REQUIRED REPORTS. IT ALSO ALLOWS FOR POSITIVE IDENTIFICATION OF TRANSACTIONS WHERE OVERCHARGES OCCUR.
