WE HAVE APPROVED THESE RECORDKEEPING REQUIREMENTS THROUGH MARCH 1988, IN LIGHT OF THE AGENCY'S SIGNIFICANT EFFORTS TO REVIEW AND REDUCE REGULATORY PAPERWORK BURDENS IN OTHER, HIGHER PRIORITY AREAS. OMB FIRST FLAGGED THIS COLLECTION OF INFORMATION AS A POSSIBLE CERTIFICATI IN JULY 1983 AND APPROVED ITS USE THROUGH FEBRUARY 1985 TO GIVE MSHA TIME TO COMPLETE A SCHEDULED RULEMAKING ON THESE REGULATIONS. IN JANUARY 1985, OMB FURTHER APPROVED THIS INFORMATION COLLECTION THROUGH DECEMBER 1986, ON THE UNDERSTANDING THAT MSHA INTENDED TO CHANGE THE REQUIREMENT TO A CERTIFICATION. ON JANUARY 5, 1987, OMB AGAIN EXTENDED APPROVAL THROUGH JULY 1987 WITH THE CONDITION THAT MSHA RESUBMIT IT WITH A FULL EXPLANATION OF THE STATUS OF THE RULEMAKING AND A SCHEDULE FOR COMPLETION. IN THIS, THE FOURTH, RESUBMISSION, MSH HAS NOT YET SCHEDULED A RULEMAKING. INSTEAD, MSHA REQUESTS THREE YEAR ADDITIONAL APPROVAL. WE CANNOT CONTINUE TO EXTEND APPROVAL INDEFINITE WITHOUT SOME SIGN THAT THE AGENCY IS MAKING PROGRESS TOWARD COMPLIANCE WITH THE PRA. IN ORDER TO ALLOW US TO EXTEND APPROVAL OF THIS RECORDKEEPING REQUIREMENT PAST MARCH 1988, THE AGENCY MUST SCHEDULE A regulatory review in the 1988 REGULATORY PROGRAM OF THE UNITED STATES GOVERNMENT. THE SCHEDULE SHOULD INCLUDE DATES FOR PROPOSED AND FINAL RULES.
