THE NOTE, HUD MUST REVIEW THE CREDIT AND FINANCIAL HISTORY OF THE
ASSUMPTOR. HUD THEN AGREES TO THE SUBSTITUTION OF DEBTOR IF THE
MORTGAGEE WANTS TO PROCEED.
