This paperwork
is approved for one year. In that time, EPA will provide OMB with
copies of the Construction Quality Assurance field guidance and the
Army Corps of Engineers report supporting the contention that
self-implementation of CQA would not work. The resubmittal of this
collection should reflect a reevaluation of each item required in
the CQA Plan with the goal of reducing the paperwork burden by at
least ten percent.

OWNERS AND OPERATORS OF LAND DISPOSAL
FACILITIES MUST SUBMIT LEAK DETECTION, DOUBLE LINER AND LEACHATE
AND LEACHATE COLLECTION SYSTEM, AND/OR CONSTRUCTION QUALITY
ASSURANCE INFORMATION AS PART OF THE FACILITY PERMIT APPLICATION,
PERMIT MODIFICATION, OR INTERIM STATUS PLAN. EPA WILL USE THE
INFORMATION TO DETERMINE COMPLIANCE WITH THE STANDARDS UNDER 40 CFR
PARTS 264 AND 265 BEING PROPOSED.
