Terms of Clearance: In accordance with 5 CFR 1320, OMB approves this information collection until June 1, 1988. At that time, EDA must provide detailed statutory justification for a number of the data items, and must describe how these data are used in making decisions on grant applications. In particular, EDA must justify the necessity for including the nine job categories, the four racial categories, the data on current employees (#4), the projected data for employees one year after impact (#11), and the need for all updates after grant applications are made. Furthermore, EDA must explain whether it is possible to substitute a certification of civil rights compliance from the applicant for the detailed data requested here. EDA must also explain the utility of collecting information from the "Other" category of indirect beneficiaries. Finally, EDA must delete Question #5, which asks applicants to submit data on the regional economy, because EDA is in a much better position to know this information.

Abstract: THIS REPORT IS NEEDED TO DETERMINE THE COMPLIANCE WITH TITLE VI OF ENTITIES ASSISTED BY EDA. THE INFORMATION IS USED TO DETERMINE IF THESE ETITIES ARE IN COMPLIANCE WITH TITLE VI OF THE CIVIL RIGHTS ACT OF 1964 AND DEPARTMENTAL AND AGENCY REGULATIONS. THOSE ENTITIES CREATING OR SAVING LESS THAN 15 JOBS AS A RESULT OF EDA ASSISTANCE ARE NOT REQUIRED TO COMPLETE THIS REPORT.
