The Department's
request for approval to attach one dollar to each survey form is
disapproved. It constitutes renumeration to respondents that is
prohibited under 5 CFR 1320.6 (e). Moreover, previous evidence
indicates that providing a small incentive (eg. one dollar) would
not increase the percentage of respondents enough to justify its
cost. Education may continue with its plan to provide respondnents
with a summary of the results.
