Abstract: THE PLAN IS REQUIRED TO FACILITATE MONITORING OF THE IFG PROGRAM AND FEMA TO PUBLIS REGULATIONS AND PROCEDURES. FEMA CARRIES OUT ITS ROLES BY REQUIRING A STATE PLAN BE ADOPTED TO CONFORM TO THE REGULATIONS WHILE ALLOWING INDIVIDUAL STATE PROCEDURAL VARIATIONS.
