This information collection request is approved for one year thru 12/01/88. The agency in accordance with criteria to be developed with the guidance of OMB staff should should submit separate clearance packages for each of its information collections in the AIDAR. These clearance packages should provide a complete listing burden estimate, and justification for each of the information collections in the AIDAR. The agency should provide a specific comparison of the FAR information collections and the AIDAR requirements in each area such that the differences are clearly distinguished. The justification should address the following: 1) why the agency must collect this information in addition to collections of information specifically required by the FAR 2) why this information collection should not be standarized across all Federal agencies that need these data 3) if the information collection is not unique to AID, what steps the agency has taken to refer the information collection for consideration as a government-wide standard form, and 4) what steps that agency has taken to eliminate those information collections that are not necessary given the requirements of the FAR or are duplicative with the FAR.

THE FEDERAL ACQUISITION REGULATION, SUBPART 33.103 PROVIDES THAT PROTESTS TOA SOLICITATION OR TO THE AWARD OF A CONTRACT BY AN AGENCY MAY BE FILED WITH THE AGENCY, WHICH PROTESTS "SHALL BE HANDLED IN ACCORDANCE WITH AGENCY PROCEDURES."
