PTO has not
fulfilled two of the three conditions that were placed on the one
year approval for this package. First, it has not updated its forms
to show the OMB approval number and expiration date. More
important, OMB had recommended consolidating forms within groups
and not consolidating the entire package, which PTO says is not
possible. PTO has not responded adequately in its supporting
statement to this recommendation, or to the Department's request to
examine and justify the need for 48 different forms for the
application process. It has merely resubmitted the same package it
submitted for approval last year. Therefore, this package is
disapproved so that PTO may address these concerns promptly.
