The form for quarterly reporting of counseling and testing data
will be revised to clearly state that all patient counts (including
"patient visits") are nonduplicative i.e., they should not include
multiple visits, counseling or testing of an individual patient,
and (2) the final form and instructions will explain how the
various sites should ensure unduplicated counts.
