The Department
is instructed to institute the procedures set forth in 5 CFR
1320.14(f) in order to initiate rulemaking, with an advanced notice
of proposed rulwmaking, that revises 21 CFR 105.66(a). The Agency
should reassess the elements required to be disclosed and the
conditions that trigger labeling in terms of practical
utility.

OBESITY IS A MAJOR HEALTH PROBLEM IN
THE UNITED STATES. THESE REGULATIONS PROVIDE FOR LABELING TO ENABLE
THOSE MILLIONS OF PERSONS WHO NEED TO CONTROL THEIR WEIGHT AND
IDENTIFY AND EVALUATE PARTICULAR FOODS WHICH MAY HELP THEM ATTAIN
AND MAINTAIN DESIRED WEIGHT WITHIN THE LIMITS OF A BALANACED AN
NUTRITIOUS DIET PROGRAM
