Abstract: THE FHWA IS RESPONSIBLE FOR THE ADMINISTRATION OF THE FEDERAL MOTOR CARRIER SAFETY AND HAZARDOUS MATERIALS REGULATIONS. IT IS NECESSARY FO THE FHWA TO HAVE A MINIMUM KNOWLEDGE OF HOW MANY ENTITIES ARE SUBJECT TO THESE REGULATIONS AND SOME KNOWLEDGE OF THEIR OPERATIONS.
