Abstract: THE STATE PLAN PROVIDES A MEANS FOR DETERMINING THAT THE PROPOSED USE OF NET FUNDS MEETS NEEDS OF TARGET AUDIENCES IN ACCORD WITH PROGRAM PURPOSES. THE FNS-42 PROGRAM PARTICIPATION REPORT ASSESSES PROGRAM IMPLEMENTATION STATUS AND EVALUATES THE PROGRESS IN ACHIEVING THE GOALS AND OBJECTIVES OUTLINED IN THE STATE PLAN.
