Abstract: LABOR FORCE' DOL ISSUES AN ANNUAL LIST OF LABOR SURPLUS AREAS (LSA'S) SO THAT FEDERAL AGENCIES CAN DIRECT PROCUREMENT CONTRACTS TO EMPLOYERS IN HIGH UNEMPLOYMENT AREAS. THE ANNUAL LSA LIST IS UPDATED DURING THE YEAR BASED UPON PETITIONS SUBMITTED TO DOL BY SESA'S REQUESTING ADDITIONAL AREAS FOR LSA CLASSIFICATION.
