year -- at time of resubmission, further justificatio should be
provided to explain the need for using the long form and how the
short form does not adequately serve the Government's need for
information. Additionally, this clearance is conditioned on the
following two changes: 1) P.4 sentence reading "Agencies may also
use other clauses in contracts with other than small business firms
and non-profits." should be eliminated. This suggests too much
discretion and should be the exception rather than the rule 2) p.5,
sentence 2 should be clarified. Agengies are authorized to
negotiate with respect to task orders directly laid out consistent
with subparagraph b(2) and (3).
