5 CFR 1320.6(c) provides that, unless the agency can show
substantial need, OMB will not approve a collection of information
requiring respondents to submit more than an original and two
copies of any document. This collection requires three original
copies of contracts be submitted. EPA states federal regulations
require three originals. We are unable to find such a requirement.
On the contrary Federal Aquisition Regulation 4.201 specifically
provides for the submission of one original and two "duplicate
originals." Other than this requirement, this information
collection is approved.
