Abstract: THE GOVERNMENT HAS THE OPTION TO ACCEPT OIL INSTEAD OF MONEY AS PAYMENT OF ROYALTY OWED. TWO FORMS ARE USED IN THE ROYALTY-IN-KIND PROGRAM TO GATHER INFORMATION FROM LEASE OPERATORS AND REFINERS. ONE FORM IS TO BE MODIFIED TO SIMPLIFY AND IMPROVE INFORMATION COLLECTION.
