Abstract: THE GOVERNOR IS REQUIRED BY LAW TO ADMINISTER THE IFG PROGRAM AND FEMA TO PUBLISH REGULATIONS AND PROCEDURES. FEMA CARRIES OUT ITS ROLES BY REQUIRING A STATE PLAN WHICH CONFORMS TO THE REGULATIONS WHILE ALLOWIN INDIVIDUAL STATE PROCEDURAL VARIATIONS.
