May 1989, pending completion of a consistent set of Federal
Acquisition Regulations that meet the requirements of Executive
Order 12591. The DFARS interim regulation effective October 31,
1988 should be the base document for the development of a single
set of regulations. A progress report on this effort should be
provided to OMB no later than January 30, 1989. Upon submission of
the next information collection package, a complete justification
of the burden estimate should be provided.

THIS REGULATION SETS OUT TH RIGHTS OF
THE GOVERNMENT AND ORGANIZATIONS CONTRACTING WITH THE GOVERNMENT TO
DATA DEVELOPED UNDER FEDERAL CONTRACTS AND DATA DEVELOPE AT PRIVATE
EXPENSE. THIS WILL FACILITATE THE USE BY THE PUBLIC OF SUC DATA,
AND PROMOTE RESEARCH, BOTH PUBLIC AND PRIVATE THROUGH A UNIFORM
POLICY.
