the following conditions. HUD must develop an estimator with
acceptable variance, to be used in all published reports, that
combines respondent estimates with actual monthly gas and electric
bill data for the months of January, April, August, and December.
The estimator shall use bias corrections, weighting or other
appropriate means to substantially eliminate the estimated bias
relative to actual bill data. HUD must submit a progress report on
this research with in 6 months. HUD must also develop a
cost-effective plan for acquiring actual bill data from utility
companies for 1991 and subsequent Metropolitan Samples. Also by
1991, HUD must examine the costs and benefits of a similar approach
for the National Sample. All research with the Census Bureau and
the Energy Information Administration.

THE 1989 AHS-MS IS A LONGITUDINAL
STUDY THAT COLLECTS CURRENT INFORMATION ON THE QUALITY,
AVAILABILITY, AND COST OF HOUSING IN 10 SELECTED METROPLOLITAN
AREAS. IT ALSO PROVIDES INFORMATION ON DEMOGRAPHIC AND OTHER
CHARACTERISTICS OF THE OCCUPANTS. FEDERAL AND LOCAL GOVERNMENT
AGENCIES USE AHS DATA TO EVALUATE HOUSING ISSUES.
