ON MARCH 11, 1988, THE OMB PUBLISHED A GOVERNMENTWIDE COMMON RULE DESCRIBING UNIFORM TERMS AND CONDITIONS FOR GRANTS TO STATE AND LOCAL GOVERNMENTS. THE COMMON RULE SET FORTH PRE-AWARD, POST-AWARD AND AFTER-THE-GRANT REQUIREMENTS WHICH ARE THE CONDITIONS FOR RECEIVING FEDERAL FINANCIAL ASSISTANCE. THIS RULE PROPOSES TO EXTEND THE SCOPE OF THAT RULE TO NONGOVERNMENTAL ENTITIES AND COMMERCIAL ORGANIZATIONS.
